The easiest way is to answer back with the correct form, positive or negative, of the verb. Tá (in its proper form.) or ní(l) are often sufficient to get by though native speakers will probably use the more correct tenses of the verbs in the questions if it is in one other than the present tense.(Past habitual, future, etc.)
There are also 'Is ea.' and 'Ní hea.', but the proper verb forms will suffice for these.
