All of this is too true. Fuuma grants Wishes for everyone else (the Eye, allowing Yuzuriha and now Karen to live, Nataku) and yet he seems to do nothing but torture Kamui- it does seem out of place. Unless Kamui's Wish is the only one Fuuma isn't bound by- which CLAMP had better explain if that's the case- then you're aboslutely right. He's only doing what Kamui wants done.
I could see the justification for Kamui being a little masochistic: guilt. He could feel guilty for allowing Kotori to die, for not being able to save Fuuma, not being able to protect others (his mother, his aunt, Fuuma's father, Daisuke, Subaru), and not being able to make a kekkai. Also, CLAMP seems to want to show us as many parallels to Subaru as possible with him- another Death Wish would make them that much closer.
I have two more bits of evidence to support your theory, too. First, why would Kamui Wish for Fuuma to gain the same powers as he does (ie, make a kekkai) if he doesn't Wish to lose? And second, after the infamous 'tear-licking' scene, Fuuma tells Sorata and Arashi that he is 'doing what would make Kamui happiest' (that line's a terrible thing to translate, but I believe that's the jist of it). If that's the case, then your theory is correct. This is all what Kamui wants, and naturally he can't win until he realizes this Wish and changes it.
