 I don't know nearly as much about the Tarot cards as you two, but it seems to me like Fuuma would have to be Justice simply by card design ;). They're still loosely following the Rider-Waite deck, right? I don't think anyone but Fuuma could pull off the red-winged angel descending from the heavens for Judgement Day quite as well as he could. Fuuma already has the wings, as CLAMP is so fond of showing us. That, and I think it would be the best call for a card since the Hanged Man- a perfect match.

On another note, I agree completely about it not making sense for them to end with 19. There's still SO MUCH they need to finish... nothing, save possibly the Nataku angle, has been resolved yet.
