I think this is the reason for many disagreements. For most clubs it's something the ballroom/latin people do on the side to have a bit of fun if they can be bothered (e.g. Oxford). Others take it deadly serious, have practices all year and are essentially a completely different group of people than their ballroom team (e.g. Cambridge)

Whatever the judges choose to give the marks for really... but those three probably summarise it quite well.
