hmmm - i'm confused here...? please enlighten me! as i understand it we have *guidelines* and not rules. ao how can people be punished? guidelines merely make recommendations as to what individuals *should* do. Since they do not command people to dance in certain categories and they set no qualifications (as such) for dancers to dance in the respective categories, these guidelines, by their very definition, cannot be infringed. so how can the standing committee deal out punishments for infringements of parts of the constitution that logically cannot be infringed? muchissimo confusion. :os
