is an innocent bystanders' rights being infringed on when they are cuffed just for the cops' safety?

oh, yeah, i saw those texas cops in action, right on color, big screen, t.v.
in houston '81, they televised a mental patient on the street in front of the police station. he was hugging a lightpole and he had a knife, making motions. he never offered to move from where he was at.
about 12/15 cops were standing 'bout 30/40 ft away. one cop shot and they ALL opened up. the guy was dead before he hit the ground. he had over 20 bullets in him.
