You don't get around much, do you? Post-Soviet Russia still has internal passports. In much of Europe, you have to register with the police when you change addresses, although you are free to do so.

I have spent much time riding along with the cops and I am appalled at some of the shit they pull, but on the other hand I have seen good guys turn to bad guys in the bat of an eye. They are almost always outnumbered and, in Texas, a cop often has to go in places where he is the only guy in the room with only one gun.
