You are forgetting the fact that by Tennessee state law for a tax issue to pass, it needs to have 2/3 vote in 3 consecutive meetings. My understanding is that the Feb meeting would be the second. Which means the third would have to be the March meeting.

Or don't laws mean anything to the members of the commission?
