One thing that astounds me is just what people will nominate for awards. There was one site which dealt with excellence in writing (can't remember, don't ask) but it actually stood up to it's stated aim. All the nominated fics were vetted, resulting in a site where all the fics were well crafted in terms of the mechanics of writing, as well as having everything you could desire in the way of plot development, characterisation, continuity etc.

But a lot of them aren't like that. Shame.

With regards to the proliferation of bad fic, from my experience (past two years or so), I'd have to say that the percentage of crap is rising. Or maybe its just that the good authors seem to be retiring from the fray and that's upsetting the balance? I'm on a couple of lists that used to provide good fic but seem to have been hi-jacked by a crowd of mutually admiring "writers" and the quality of the fic? Lets say that 'Mediocre' would be a step up.

And yes, my expectations have risen since I first discovered fanfic and my personal archives have been culled extensively, but lately there seems to be a whole lot less that I would even consider saving to read again later.
