Dave, I also had the same experience in Lippstadt about eight years after your reflection of this guy turning up out of the blue and stipulating that he had gone AWOL many years previously. You never know, it might have been the same character! Life is stranger than fiction after all. After all those years on the 'run' from the Army, what possibilly can they do to you! Give you a dishonnorable discharge. I have found from experience that majority of those who go 'over the wall' do so for personnal reasons that at the time seem the only way. Usually they do not last very long before they are caught or hand themselves in. Very few manage to live a full life under those circumstances. They are always looking behind their backs, and I should imagine they would always feel guilty regardless of why they legged it in the first place!
I don't know the time span that the Army allow, or disregard, as the case maybe, in reference to an individual that has been absent without leave for such a long period of time. Usually after a number of years, I should think they would not be too bothered in pursuing the case in question. I suppose it would be different if he say, had been handed over by the police, for instance. Then certain procedures would have to be gone through, and the various paperwork would then need to be completed. I believe that being on the 'run' for over twenty odd years is punishment enough, especially if the individual has a conscience. He would have to live with that for the rest of his life!.......Don't you think?
