No doubt Silva will have been taken through the various spreadsheets setting out how much is available on transfer fees in a variety of different incoming and outgoing scenarios – all within FFP/PSR restrictions. He will also no doubt be given the data about historic pricing outcomes at beginning v end of the transfer window. Then there will be the tension between fewer ins coming in early or more ins coming in late.
