  • It's impure speculation, more like it, implying corruption not from a nameless "they" but specifically from the people drawing the balls out the bowl. Bribed presumably, by sufficient to make them carefree about discovery. Such a common allegation, involving so many different individuals conducting the draws, all complicit, all great actors, and to add to the oddity, no-one behind the scenes ever earning themselves a fortune by tipping off 'The Sun'.
