Webster's Dictionary defines genocide as:

Genocide: The systematic annihihlation of a political, racial, or cultural group.

It defines war as:

War: 1. Armed conflict between nations, states, or factions, 2. A determined struggle especially for a specific goal, 3. A state of antagonism or discord.

In war, there are two parties involved fighting. In genocide, there is one party that is systematically killing another party and that other party cannot resist. If there were armed resistance, it wouldn't just be genocide would it. There is a difference.

Again, I'll repeat, war is usually for a specific goal and the root of those goals lie in the struggle for limited resources. Race, religion, ethnicity, are all subsequent facts of geography. It is the geography that defines those things.
Hitler was insane and therefore a minority. Most nations do not fight war for the reasons Hitler did.
Will there ever be another Hitler? Hard to say, but there is a lot more war than there are leaders like Hitler.
Thus one must look at the reasons behind those wars.
Again, my point is that the root of war isn't as "complex" as you seem to think it is. I am not diagreeing with you that war or more generally violence is not something that will go away anytime soon and probably will never go away. I basically arguing semantics here, but there are important difference between "violence" and "war". And the reasons for almost all war is a limited resource that two different groups want. All the other stuff is on top of that need.

As far as police are concerned, war involves agression on both sides of the fence. Isn't the mandate of police "to serve and protect"? Protection is something very different than agressive measures. In fact it it is to guard or shield from harm or injury. If that means that some police feel that they need to look at their jobs as war which implies flagarant measures on their part, I really think that is a misuse and misguided view of their vocation. And I think it is a sad sad world we live in when their goal is no longer to protect, but rather to make war.
