As the supreme court has reaffirmed it's earlier decisions that the right to keep and bear arms by a private citizen cannot be abridged and is not reserved to the separate states.
Legislation that does not change the constitution by amendment cannot take away this right of the people guaranteed in the constitution.

While such legislation does not authorize confiscation it does put in place restrictions that violate the individual rights of the people and will be challenged most likely on that basis.
