I always saw S6 Willow as a continuation of the hacker we saw very early - the one whose attitude was a childish, "I can do it, so why shouldn't I do it?" This was largely glossed over when it involved municipal records, but became a major problem when she became able to actually hack into reality.

You may be right that many flaws can be some aspect of immaturity, but some are obvious, and others, like abuse of power, are iffier.
