I am going to have to watch this episode again. You are more than likely correct in your interpretation. For some reason Xander, who often pisses me off to no end, didn't seem as objectionable in this scene. I guess it was because I really thought that the breakup could and should have been avoided. I so much wanted Buffy to have a happy relationship. Although I wasn't a big fan of Riley, I kind of approached him as "I don't necessarily like you but my best friend is in love with you so that is going to have to do". If the relationship should have/could have been salvaged, then it is not really important which one does the heavy lifting. I don't believe that "love conquers all" but still, it is a good place to start.
