I think this is not the whole truth, even if there were no free capacity in the Astra 2B transponder they could also take one BBCi stream from Astra 2B to 2D and move all the radios from 2D to 2B. I don't know how the bitrates of the radios vs. one BBCi stream would exactly match but I dare to say it's more due to lack of will than due to technical reasons not to put the radios onboard Astra 2B.
