Yes, France sold them that reactor, in 1975. If we're going back to the 70's and 80's then few countries come out squeaky clean. See the list in the New York Times http://www.iraqwatch.org/suppliers/whoarmediraq.pdf Germany took 50%, France was only 5%. We were 3.5% with the guidance systems we sold for the missiles they later sent against us. Of course, at that time, Saddam was our friend, because the Iranians were our enemy.
