If you follow the half-back around the back of the scrum, you should have no players between you and the ball-carrier. You will also be in position for forward passes, and will be able to leave the touch-judges to check on any incidents from the scrum, which is their job. We also end up with all three officials in front of the ball

If the referee short cuts, then he relies more heavily on the touch-judges to watch the ball carrier and thus not perform their duty of watching the scrum break up. AS the touch-judges are holding the offending team backline 5m back from the scrum, we also end up with all three officials in front of the ball, which is not ideal.

I cannot find a reason for short0cutting the scrum, as it does not achieve anything that can't be achieved by following the ball around the back of the scrum, and does result in the referee being in a poorer position to rule on events.
