Well, I think the important thing is that everyone has to believe that the victim is their adversary (what would be their obstacle/rival in acquisitive mimesis) so that, upon the victim's death, everyone can feel as if their adversary has been removed, thus producing the cathartic effect. If you are conscious that the victim is /not/ your adversary (or even passively aware), but rather an arbitrary substitution, then your violent desires are not quelled with his death, denying you the subsequent catharsis. If you are standing there, watching, but not participating, you probably don't believe that the victim is the one obstacle between you and peace, so the cathartic effect will not occur and your violent urges will not be satisfied.

I'm sure that a few people can be passive, but that number can't reach critical mass. To be passive means that things are happening to you, not being done by you. If everyone is passive, nothing is actually being done.

Of course, the mass always views themselves as passive. They believe that the victim is the active cause of their crisis, and that they are merely reacting to the monster in their midst, doing what is necessary. This, I think, it a method to exonerate the community from collective violence.
