I was hearing the same stuff in university when oil was $20 a barrel. The only difference was the big scare story of the moment was global warming rather than peak oil. Even older versions of this tied the ideas to global cooling or global starvation.

While some differences exist, you always see the same basic structure. 1: Some big crisis is or will soon afflict the world. 2: We must abondon our way of life because it is doomed to collapse. 3: Instead we need to move towards a localized and communal style of living.

For lack of a better word, I termed them enviro-communists. They are a weird blend of the two theories, and just like the vanilla communists they have a irrational attachment to their ideas that no amount of past failure and facts can dissuade. Their most famous figure would be Paul R. Ehrlich, author of "The Population Bomb."
