法國自明年二月起成立反歧視促平等高等委員會（簡稱Halde），這個獨立機構將處理反歧視請願，而國會通過的新法也包括處理反同性戀案例，發表反同性戀言論將視同歧視行為，屬實者處以刑法。
在本年度最後會期，參議院審議通過法源，成立反歧視促平等高等委員會，這也是為因應歐盟促進平等人權指令而成立。

除了保護第二代移民免受職場上歧視待遇之外，新法同時將性別意識和反同性戀視同為歧視的一種。明年起，可由協會團體為原告，控告反同性戀行為。不論是以書寫、口語方式，引發恨意、暴力和侮蔑的行為，可能觸犯刑法，可處以一年徒刑，四萬五千歐元罰款。

這是法國首度明訂法令來處罰反同性戀言論。
