Susan and Fedup, believe me I understand your frustration. I too have fought this uphill battle on my intersecting street between Mammoth Road and Lakeview Ave. My kids have friends who live up on Passaconway and Bouchard and I know of the problems up there as well.
There is no easy solution. The police can't be everywhere, we can't knock on every door and stop every car in our neighborhoods, and they won't (although I must say I tried to get them to) install speed bumps or reduce speed limits in thickly settled areas.
I know when I've flagged strangers or even my own neighbors down for racing up the street, most flip you off or call you names that make your children cringe. Not exactly the type of language I want my kids to hear at 3 and 5 years old.
Knocking on doors only alienates the neighbors. No matter how you put it they think you are accusing them or telling them what they can or can't do, or better yet, that your are just being a snob.
I think a good first step might be to gather some signatures on a petition to have Dracut institute a thickly settled residential area with a 20 m.p.h. speed limit. It could be put into heavily populated areas and parts of town where the houses are really close together. At least its a start and it will make a difference when the police are monitoring the speeds.
Driving 30 m.p.h. in perfect conditions not only refers to weather and road surface conditions but the circumstances around us. We all know that 30 m.p.h. is still way to fast when kids are out playing. Every m.p.h. slower is a quicker stop time should a kid dart into the street. It only takes two seconds for a child to get distracted and run over but the pain lasts a lifetime.
