Subject: Missed the point

The forum page rolled over as I was posting this message. I reference to the posting about the people of PNG rejecting outside advice, someone said that it was out siders who are causing the problem by giving bad advice. I doubt that. To the best of my knowledge no outsiders have ever been in full command of the office of the PM. Most of the time they they are little more than smoke and mirrors hired by they leadership to make it look like they are trying. They also serve as very good scapegoats when the poop hits the fan

Some of you folks missed the point. Remember the saying, "You can lead a horse to water but you can not make him drink?" That is what happens in PNG. The World Bank and others send people to look at the current situation. Sometimes they are here to check to see how the last loan money was spent. So far every report looks like a carbon copy of the first one. First they tell the lenders that
PNG had some hard luck. One of the officials put 1/3 of the last loan into a get rich quick scam and lost it all, then a couple of the leaders bought some swamp property for the good people of PNG from another member of the leadership for three times it's actual value. 25 officials were being paid
way too much for the job they were doing. And it goes on and on. Then the inspector will say to the lenders. "I have scolded the leaders of PNG about the waste and they promise that if we lend them more money they will do a better job this time. The bank lays down some tough sounding rules and
regulations that must be met before anymore money can be lent. These are the same rules that the rest of the world must live by. But the PNGuineans are insulted by these demands and cuss among themselves about how outsiders are trying to dictate how to do things. Finially they give in and accept the rules. They get the money. The World bank inspector shakes their hands, hands them the check and then goes home. Bet you can't guess what happens next after the check is cashed.................Or can you?????????
