What I've tended to notice is that we ignore outsiders advise when it suits us, and accept it when it boosts our own claims. Many, many government people are basically now out for their own personal profit and gain. If an outsiders advise goes against that, then they say 'terrible expats' whereas if the outsiders' opinions somehow can be used to further their objectives, they say 'great advise'.
