The moment you start to work with a community and "help them identify their problems," you're probably going to impose your thoughts on them, even unknowingly. You might even cause them to become dependent on you to solve their problems. That is very unsustainable because then they feel helpless when you leave because of the dependency.

It is better to "factilitate the community to learn to identify their own problems". That reduces the dependency quite a lot.

It takes very skilled facilitation to do this work well. Neither government nor NGOs tend to realise the level of sophistication needed. It is just like education - a lot of people think that anyone can teach effectively. They have no idea of the skills involved, and the training needed to produce the excellent standard kind of teacher that PNG desperately needs and currently has so few of.

In other words we can easily blame overseas volunteers because they spend so little time in PNG but I suspect that most of them get more training in community facilitation skills compared to most Papua New Guineans who end up working in communities. This would include the old agriculture extension workers (didimen) as well as other government workers to liaise with communities. Such as MP representatitves!
