What is the model PNG have been following? I think perhaps PNG was presented with a model to follow in the beginning but the government has strayed from the orginal plan so far that now it has taken on an idenity all it's own. Now you have a model of failure. Speaking as an engineer, if you build one model or prototype and it works well, then an exact duplicate should work well also, unless of course, human error causes the duplicate to crash.
