Country Context:
A small developing country is looking for ways to harness its rich natural resources for economic growth and the improvement of services and welfare of its people. Transportation, communication networks, and other basic infrastructures are either run down or totally absent in many parts of the country. Basic health and education are minimal. As a member of an international education organization, the country is striving very hard to achieve universal general education. For over a decade, more than 2-thirds of all high school finishers each year, cannot get a place in the few dilapidated higher education institutions built many years ago by colonial administrators. These potential higher education students, their parents and the community at large have stage marches to the national parliament demanding answers from legislators as to why more places and better quality higher education cannot be provided.
The country lacks skilled and qualified labor force. Small numbers of citizen fellows and academics are sent abroad each year for further education and training beyond the first degree/diploma.
The culture of institutional administrators is to expect government to provide resources for all aspects of any social services provided in colleges and universities. The higher educational administrators' attitudes only reflect the national social and political culture of expecting government "handouts" as the only means for "development" or progress.
New systems of management in the small private sector are being developed in the country. Solar electricity has been introduced in the rural areas by well-to-do individuals and are shown to work. This has enabled such luxury as satellite television, electric music bands, fridge and freezers, electric stoves and electric lights now spotting the rural countryside in the more developed areas of the country.
