The Grade Exams, and TC Exam, are study-based, learn the book, etc. because they certify that you know the TRADITION, not that you'll be a good teacher. That is what the CLRG are actually qualified to assess - and that is what they are assessing.

This is how certifications work - the bar exam doesn't prove you're a good lawyer, it proves you know the law.
