You make a reasonable point. It is true that passing the bar exam doesn't prove you are a good lawyer. But I still don't see the reason to require TCRG exam candidates to do the Grade Exams. It is the same info (or rather, almost all the tasks on the Grade Exams are repeated on the TCRG Exam).

This is not what the grade exams were created for. I have nothing against grade exams as an activity for dancers as they work their way through the ranks. Requiring post college age dancers, who are Open Champs to go back and spend time and money dancing a beginner light jig is pretty ridiculous. It's a money grab, and deters and delays qualified dancers from proceeding to the TCRG exam, starting schools, and bringing dancers to feises. The original question was about why numbers were so low. I think this contributes to the issue... though I'm sure it is not the only reason that interest has declined.
