The money question has been debated a number of times. It's an enigma: Mulder obviously comes from a wealthy family, he presumably inherited both his parents' entire estates when they died and the salary of an F.B.I. agent with over 10 years of experience should be *MORE* than adequate to support a single, childless man. Yet Mulder always seems to be broke! (i.e. the check bouncing comment in "Monday" that you alluded to, the overdue cable bill he mentioned in "The Unnatural" and several other comments).
You also touch on a subject we debated after "Requiem" first aired. Who makes the decisions — medical or financial — for Mulder while he's incapacitated, alien-abducted or whatever? We saw Tina Mulder make a medical decision for him in "Amor Fati", but her death leaves him without any immediate family members still alive.
Here are some conclusions we reached, but feel free to suggest other ideas:
1.) Mulder *HAS* money, but it's just not easily accessible. That is, the money he makes from rental income (or the profits if he sold the houses) and inherited from his parents is tied up in trusts, stocks, etc. He could cash it in if he needed to, but it would take some time. He basically uses his salary only to cover his everyday living expenses.
2.) His salary is stretched thin, because a lot of the trips he and Scully take are not considered official bureau business and he ends up paying for them out of his own pocket. (A good example of this would be the trip to England he took — and wanted Scully to take with him — in "all things". I kind of doubt Skinner approved a trip to look at crop circles in another country as a legitimate business trip for a United States federal agent.)
3.) Hopefully, and presumably, at some point between Tina Mulder's death in "SUZ" and his own abduction in "Requiem", Mulder visited an attorney and signed some sort of forms authorizing Scully to have access to his money and make legal and moral decisions on his behalf should he be missing or incapacitated.
4.) If he didn't take step number three ^^^ I think Scully would probably stand a fairly good chance of getting some sort of court ruling to authorize her to do these things anyway. She is his long-time "partner" (as people like Skinner and the Gunmen could testify) and she is pregnant with his child. I think a court would rule, in essence, that she had the same rights as a common-law wife.
5.) Possibly Mulder and Scully snuck off and got married sometime after "Hollywood A.D." (they would have been close to Las Vegas at that point), after "Je Sounais" or during the two-day lapse between the time they left Oregon and returned to F.B.I. headquarters in "Requiem". This would give her complete access to all his financial and legal records and also give her the right to make medical decisions for him should he return to Earth in bad shape.
