because Scully is starved of any kind of love life, she is kind of attracted to the first thing [man] that pays her attention. I agree about her wanting someone to call her Dana besides her mother. Someone to pay her attention in a sensual way. Be interested in her only because she is a woman, rather than because they work with her, need something from her, have to watch her back in a raid, desperately need her as much as she desperately needs them etc.
This yearning for sensual attention from male potential suitors is also evident in Bad Blood where in her version of the story she has the sherrif being attentive to her, admiring of her and calling her Dana. [Even when he really didn't] Its what she wants.

I guess in Never again we really saw how disappointed she was that Mulder always took her for granted. It wasn't the desk at all. That was just something to get his attention. But as usual , Mulder didn't get it. All she wanted was for Mulder to treat her like a woman. Be attentive, be admiring and attracted to. I think she was thinking that her life wasn't complete because she didn't have that special someone to share it with. She only had Mulder who wasn't doing it for her at that point in time. So she went looking for it with Ed the stranger. But still never found it.
The same for the Milagro guy. It 's not the people she's drawn to but the thought or ideal of actually having someone be attracted to her for just being her. A plain female. Not Dr or Special Agent or partner or friend. Perhaps she is craving affection and so goes in the direction of what looks like might lead to it. She certainly does seem to get mezmerized by these ordinary guys who only pay her the slightest bit of attention.

Or maybe as the Milagro guy said "She's just trying to get his attention" She wants Mulder and is frustrated that she's not getting what she wants from him in the way of openly, loving, affectionate, life partner etc etc...
