Yes, it's usually men who are uncomfortable in suits and women who feel if they don't wear suits they will be thought of as unprofessional (which is a double whammie if you're a woman trying to get ahead in a male profession).

But the networks want to show off their good looking female leads with the hopes of ratings. I heard Chris Carter had to fight for Anderson on XF, Fox wanted a Pamela Anderson type.
