We're heading into the 7th season of 24, but plenty more than 7 years has passed. There is usually 1.5-3 years of time between each season, so who knows what year they're in now? Although you're right, the Presidents on 24 do tend to be assassinated/decide to step down/get in plane crashes. I think one of the downfalls of 24 is that one of their shock factors used to be that they'd kill anyone (besides Kiefer) but they got so ridiculous with it that it turned into they kill everyone. In the past few seasons it has been impossible to get attached to any of the characters because they had all been around for only one year or so and you know they'll probably end up dead so who cares?
