In the present tense? Given that the U.S. hasn't attacked yet, or that the Bush administration hasn't actually decided to attack yet, no. :b But seriously, if the U.S. were to attack Iraq for the sole purpose of ousting Saddam wihtout evidence that he poses an imminent danger, then yes we would be at the very least strattling that line.

Should they try to bring the UN on side?

To use an American colloqialism: Well duh!

Is Bush guilty of sabre-rattling?

Yes, but I believe that Bush's saber-rattling has a specific purpose: to (hopefully) cause Saddam to blink, to sweat a little, to become sloppy and allow evidence to slip that would prove that he is developing W.O.M.D. (Weapons of Mass Destruction). I also believe that the military movement that was seen in several U.S. bases in the region was staged for that purpose.

This might surprise some people here, but I do not support starting a war with Iraq at this time. Bush is totally right about his assessment of Saddam Hussein. He is a danger to the world. However, having the U.S. oust a regime in an Islamic country, even a secular dictator like Saddam, would just cause even bigger problems right now.
