Lucas said that he did have this huge epic story in mind. He also had floating around in his head, a background story, in order to give the main characters of his story more substance. So basically, the prequels are based on the background ideas that floated around in his head when he wrote Episode IV.

He didn't just create Luke Skywalker, he also simultaneously created (at least roughly), a background story -- about his father, the Clone Wars, his involvement with the Empire etc.

In the 70s, he basically had the plot for episodes 4-6 in his head. In doing so, he had also created an extensive background story (ie: eps 1-3). Now don't forget that when George Lucas made Episode IV, he had no idea how popular it would become. He didn't know that he would be able to make sequels, let alone prequels for the movie. This is why he did certain things like kill Obi-Wan and created Chewbacca in Episode IV, because in his original writings, Obi-Wan was meant to survive to train Luke as a Jedi and the Wookies were never meant to have been seen until Episode VI -- hence why he had to create Yoda and the Ewoks, to compensate for the changes he had made to Episode IV, back when he thought there would only ever be one Star Wars movie and he really hoped that the film would at least break even and pay for the costs of its production.

Remember that many studios laughed at Lucas' idea of Star Wars... he went to and was rejected by all the major studios, except of course for 20th Century Fox. And even then, he was only given a "backyard" budget.

Lucas chose to start the story from what he believed to be the most exciting chapter, the fourth act. When Episode IV soon proved to be one of the most successful films of all time, Lucas then went on to finish the story with Episodes V and VI. He spoke of one day producing the prequels. Initially I think he'd intended on having Episode I complete by 1997 (SW's 20th Anniversary), but it became evident that that wasn't going to happen, he authorised Lucasfilm to produce the Special Edition Trilogy which not only satiated fans and bought him some more time to produce Ep1, but also became ILM's testing ground for special effects.

But I'm sure that Lucas stated quite clearly in many interviews that he would NOT be making sequels. Why won't people listen and stop bugging him to make them? Sheesh. Some fans are just plain greedy.
