I get the same exact problem and it happens most often with JPG images. The image load stops at "CreateDibSection failed" when you get FBitmapHandle = 0.

FBitmapHandle := CreateDibSection( FDC, Windows.PBitmapInfo(@FBitmapInfo)^, DIB_RGB_COLORS, Pointer(FBits), 0, 0);
if FBitmapHandle = 0 then
raise EEnvisionError.Create('CreateDibSection failed');

The images I am trying to load are those that come right out of my digital camera and are about 700K in size. The problem is ONLY true with Windows 98. It does NOT occur with Windows NT 4.0. I also have written a thumbnail program, and if there are many images, only about half will load. I have plenty of memory. You can use your own demo program to observe this problem. The image will not even show in the OpenFile Dialog (No error display yet), and then when you try to load, you get the error.
