lets see, she goes out and gathers weapons (dark magic), is able to stop and help Buffy (obviosuly not out of her mind) and then tortures Warren and is told by Buffy/Xander that killing another human is wrong. Passion is not a defense (neither should "temporary insanity" be in myopinion). Warren's punishment belongs to a human court, not Willow's judgement. Unless they have some type of trick up their sleeve, they are asking alot, quite possibly too much from their fans if they expect us to see Willow as an active member of the Scooby Gang next year. What she is doing is as bad (if not worse) than anything Faith did, including the murder of the professor.

As for Ben, there is a much easier (though not totally obliterated) ethical dilemna here. Ben is the human manifestation of a mystical power, in that way he is like Dawn an innocent human, but he is not only that, he is also the manifestation of a God with special powers and therefore his murder is more excusable.
