Yes, it is anime.

The first movie, Vampire Hunter D, was a fan favorite, mostly because of its storyline. It wasn't necessarily the best animation, nor had the budget it needed at the time.

Vampire Hunter D: Bloodlust is better, on a whole, but I wonder how good it would be, without the prior knowledge of the first film. I would still suggest Bloodlust alone though I think a few elements will need explanation if you went this route.
