Macromedia's Dreamweaver allows you to create pages in Page view, Code view, and split view. The Page view would probably work for you - just tell it where to put the table, image, link or whatever, and you don't have to worry about the code.

I think MS Front Page might do the same thing, but be careful if you use any FrontPage extensions - not all webhosting supports them.

If all else fails, I think you can use MS Word and save it as a webpage (with the HTML extension)

I'm sure there are other similar programs out there as well, just don't know the names of them.
