Depending on your city, the queen & her court may or may not have many activities. Again, everything is diff from city-city, also the facts may not always be firm as things change ALL the time. Someone who shines on stage, shows confidence but not stuck-up, elegence, poise, intelligence, etc...As for your talent, whatever you choose to do (fashion design, singing, dancing) just make sure it is awesome and blow their socks off! That's a tough question, I would probably do dancing and singing combined, something fast beat with lights flashing and a lot of energy. The judges are looking to be entertained during talent, either in english or chinese. You'll have to ask the pageant organizers how the questions will be handled. Answer it in a language that you are most comfortable with. But be aware that IF there are only English speaking judges, you might want to answer it in both English and Chinese.
