why r the hk first runnerup and the 2nd runner up allowed in miss world and miss international competetion? they r not even the winner!

Miss Hong Kong goes to Miss Chinese International and used to go to Miss Universe, 1st r-up goes to Miss World and 2nd r-up goes to Miss International. Besides, the winner has more important things to do in HK like starting her E-career.
