What is the ruling according to Qur'an and Sunnah with respect to the language of the Khutbah for congregational prayers if the language of the people is not Arabic.

In regards to what is the ruling of the language that jumuah prayer should be said in:
The Friday khutbah is an act of worship which should not be done in the local language. But if there is no one present who speaks Arabic well, then it is OK to say what the people present will understand. If the people present do not understand Arabic then it is OK to translate what they need to know for them after the prayer, or to explain to them in their language what they need to know.
