in a hadith in sunan abu dawood it states that moving from a muslim counrty and living in a kafir country is not alowed even the scholars of saudi arabia agree on this unless to do jihad or dawa purposes my question is why are the muslims in the land of the kafir when this is not allowed and half of them don't do jihad or dawa. i also wanted to ask you shiek badi o shah of cind said it is not permissible to pray behind a person of bida and he said you should pray behind a salafi imam.

As Salaamu Alaikoum,

First of all we do not entertain questions such as this that deal with politics and the reason being is because politics is based on nothing but ones opinion and at this website we do not deal with peoples opinoions...but i will indulge you just this one time.

Allah is the one who created the earth and its inhabitants. Not every person that is born is born Arab therefore not every person who is born is born in an arabic country. Also it is Allahs decree that determines where a person will be born and die.

Narrated Ibn Umar
The Prophet said, "The keys of the unseen are five and none knows them but Allah: (1) None knows (the sex) what is in the womb, but Allah: (2) None knows what will happen
tomorrow, but Allah; (3) None knows when it will rain, but Allah; (4) None knows where he will die, but Allah (knows that); (5) and none knows when the Hour will be established, but Allah." [Bukhari 9.476]

Also, where are the Muslim countries???? There are many Muslim populated countries but those countries are no different than the so called kaafir countries. You have wine, alcohol, drugs, prostitution, women who do not wear Hijab, men who do not wear beards, fornication, adulturery.. bottom line the same things that go on in so called kaafir countries go on in these so called Muslim countries too and go to those countries and you will see it.

Allah says the interpretation of the meaning, "O My servants who believe! truly spacious is My Earth: therefore serve ye Me (and Me alone)!" [Surat 29:56]

A person asked Fudhayl ibn `Iyaad rahimahullaah, "Which
country would you like me to live in? Fudhayl
replied, "There is no connection between you and any nation. The best country for you is the country which helps you to acquire taqwa."

Believe it or not, there are many Muslim here in the so called Kaafir countries who have acquired Taqwaa and there are many Muslim in the so called Muslim countries who have no taqwaa...so what is the purpose of this debate??

I suggest you spend your time hoping that you acheive taqwaa for your soul instead of wondering about the souls of others...

As Salaamu Alaikoum,

Praise be to Allah.

To answer the second part of your question:

The scholars of the Standing Committee said:

As for praying behind those who follow innovation, if their innovation involves shirk, such as calling upon someone other than Allaah, or making vows to someone other than Allaah, or believing that their shaykhs have characteristics which belong to no one but Allaah, such as having complete knowledge or knowledge of the unseen or influence over the universe, then it is not correct to pray behind them. But if their bid’ah does not involve shirk, such as reciting dhikr that was narrated from the Prophet (peace and blessings of Allaah be upon him) but in unison and swaying, then prayers offered behind them are valid, but the Muslim should look for an imam to pray behind who is not an innovator, because that will bring him a greater reward and is farther removed from evil.

And Allaah is the Source of Strength. May Allaah send blessings and peace upon our Prophet Muhammad and his family and companions.

Fataawa al-Lajnah al-Daa’imah, 7/353
