Praise be to Allah.
You have 3 different issues here.
First of all the hadith given about allowing your children outside at night refers to having them play outside... it does not refer to them going to the Mosque or somewhere. Also it doesnt mention anything about Isha or fajr. It specifically states do not let your children out when the SUNSETS for that is the time the jinn are set loose:
Narrated Jabir ibn AbdullahAllah's Messenger (peace be upon him) said:
"Do not let your animals and children go out when the sun sets until the first and the darkest part of the night is over, for the Satan is let loose with the sinking of the sun until the darkest part of the night is over." [Muslim 944]
Secondly, NO scholar has EVER said that it is FARD (Obigatory) for a child age 10 to make salat. Prayer is not FARD upon a child UNTIL HE OR SHE REACHES PUBERTY. The Prophet(saw) has told us to ENCOURAGE OUR CHILDREN TO PRAY AT THE AGE OF 7 AND THEN MAKE THEM PRAY BY 10. This is done to get the child in the habit of praying so when he or she does reach puberty it will be habit:
Amr ibn Shu'aib related from his father on the authority of his grandfather that the Prophet, peace be upon him,
said, "Order your children to pray when they reach the age of seven. Beat them (if they don't pray) when they reach the age of ten. And have them sleep separately." [The hadith is related by Ahmad, Abu Dawud, and al-Hakim. The latter grades it sahih according to Muslim's criteria.]
Prayer is obligatory upon every sane, ADULT Muslim. 'Aishah related that the Messenger of Allah, upon whom be peace, said, "The pen is raised for three (meaning: there is no obligation upon three): one who is sleeping until he
wakens, the child until he becomes an adult, and one who is insane until he becomes sane." [As to the authenticity of this report, it is recorded by Ahmad, Abu Dawud, at-Tirmidhi, an-Nasa'i, Ibn Majah, and al-Hakim, who grades it sahih according to the criterion of al-Bukhari and Muslim. At-Tirmidhi classifies it as hassan.]
CONCLUSION: We must be careful to understand what we read and know the differences between what is FARD (Obligatory) and what is simply encouraged.
