It's hard to say why 1 angler has caught good fish and someone hasn't.
Did you ask the fellow what rig he was using? Did he perhaps lace his baits? Does he know something about that particular swim? Does he fish on his own and does he mind a little company?.....ask, ask, ask.
Don't be cheeky. Just tell him you are impressed with his success rate and you'd like to learn from him what you can.
Honestly, there is no better way of getting an angler to reveal methods than appraisal.
Hello is good start. Ask if you are in the road or bothering him. Offer a cup of tea or a cigarette...whatever. You will gain very little by just watching someone and it's rude. The bloke may appreciate the fact you are willing to learn....especially from him. These days too many learners want to do it all themselves. Take my word for it. Good anglers are the ones that can take a simple bit of advice and implement it. The best anglers are the ones that can take a bit of advice from 2 or more sources and then improve on it.
There are obviously "lucky gits" out there but you will know them when you see them. The types who stick a crappy rig together and catch the biggest fish of the day, even though they have been sleeping and scratching their rears all day. You will learn NOTHING from these types. If it looked lucky, it was lucky and I can assure you the lucky types always profess to be brilliant anglers.
Example: I see 2 anglers and one has just caught a 20Lb Pike on a bubble float between beers, the other has only caught an 8Lber that day amongst 7 other fish and has been working at it all day. Don't ask the bloke with the big fish and the beers. He,ll drone on about this fish and that fish. The other bloke will accept his catch for the day, even if it does consist of lesser fish and will try just as hard next time out. I also guarantee the bloke who tries harder will, over the years, land far more specimens. He won't be a blowhard either. Good anglers can also humble themselves far more readily and put thier lack of fish down to thier technique for the day. Noddys complain about the fish and the water if they blank, as if they are foolproof.
I,m no expert but I try as hard as I can to get good fish. I've had Noddy anglers slag me with the usual "Got all the gear (I don't) and can't catch anything" while they reel in fish all day. I don't care...I KNOW for a fact they will NEVER get better and they will consistantly catch crap fish.
