Yes, I'm pretty sure this is the first time they did a "role reversal", although it certainly wasn't the last. I liked Mulder's attitude in this, and I wish it was one he had taken more often throughout the course of the series: That just because he believes in the *existence* of paranormal phenomena, he doesn't necessarily believe that every wannabe TV psychic actually has them!
I think Mulder was more unnerved than he wanted to admit by Scully's seeming acceptance of Bogg's telepathic abilities. Mulder has his faults, God knows, but lack of self-awareness doesn't seem to be one of them; I think he realized, even this early in their partnership, that the *LAST* thing he needed Scully to be was another Phoebe/Fowley type woman who nodded her head and said, "Yes, Mulder, I agree completely with what you're saying" every time he uttered one of his outrageous theories. He NEEDED her to insist that he back up his ideas with solid proof and he was nervous at the possiblity that she might stop doing that.
