You're probably thinking of Montour Falls, a small town just south of the town of Watkins Glen. Back in 73 we pulled into that town in the dead of night and never saw anything. No one was speeding then since it was wall to wall traffic. In 85 I went back to WG and explored the area. I loved the way Montour Falls was laid out to showcase the falls.
