Nah. In stage races, the strongest rider wins most of the time. For example, Nozal clearly had the strongest team in last year's Vuelta yet Heras, the strongest rider, won. In Holland, Dekker's superior sprinting made the difference.

True, but needing a strong team isn't the same as the team making the difference between winning and losing. Nowadays, the difference between having the strongest captain vs. a mediocre captain is over 10 minutes while the difference made by have a strong team vs. a mediocre team is only a couple of minutes. In other words, you have a much better chance of winning with the strongest captain and a mediocre team than with a mediocre captain and the strongest team.

Anyways, luck and team tactics is more important in one-day mass start races than in stage races. Luck can go either way in one-day races but tends to even out after several days. Team tactics play little or no part in TTs and HC finishing climbs.
