Hi,

I'm hoping to make a pageant inspired cupcake skirt for my homecoming dress (gotta start early :D). I think I've figured out the rolled hem with fishing line but I'm not sure about anything else!

From reading the boards I think the ruffle layers are done with bias cut strips of organza and are sewn onto some sort of underskirt-is that right? What is the underskirt like?

For attaching everything, I was thinking of putting the ruffles on bias tape first so I can play with spacing--do you think that would screw up the draping? Also how should I join the ends so that the seams don't stick out?
